Obtenido el certificado de disponibilidad expedido por el Contralor General, el Ministro de Hacienda someterá el expediente del crédito a la aprobación del Consejo de Ministros, y una vez aprobado por dicha entidad lo enviará al estudio del Consejo de Estado. Si el Consejo de Estado emitiere concepto favorable, el Gobierno dictará el Decreto de apertura del crédito. En caso de concepto desfavorable, se archivará el expediente.
