Art. 2.° El día 15 del presente mes se cortarán en la Secretaría de Gobierno las cuentas relativas al Ramo de Telégrafos, y los saldos que resulten en dicha fecha se pasarán á la Secretaría de Fomento para que cata abra las cuentas respectivos tomando como créditos activos los expresados saldos.
