Las sesiones ordinarias de los Consejos Departamentales durarán treinta días improrrogables, pasados los cuales sólo podrán reunirse en sesiones extraordinarias por el tiempo que fije el Gobernador, para tratar única-mente los asuntos que él le someta. Toda reunión en otra forma es ilegal y apareja responsabilidad á loe Consejeros, conforme el Código Penal, siendo nulos los actos que ejecute.
