Las sumas que se destinan por el artículo anterior se girarán a los respectivos Tesoreros Municipales y su inversión se hará por los Concejos Municipales siguiendo necesaria y estrictamente los programas que, para el efecto, elabore la Oficina de Planeación del Departamento de Antioquia.
