Si el concepto de los técnicos que hagan el estudio preliminar de las obras, y a juicio del Gobierno, el actual acueducto en construcción sirviere de base a un adecuado abastecimiento de aguas a la ciudad de Bucaramanga, podrá el Gobierno adquirirlo por el justo valor comercial de las obras utilizables, y proceder a su conveniente ensanche si éste resultare más económico que la iniciación de nueva obras al tenor del artículo 1°.
