Art. 3°. El Gobierno emitirá los títulos de concesión de las cinco mil hectáreas á favor del Departamento del Cauca, á medida que vaya ejecutándose la obra del camino, y las adjudicaciones las solicitará el contratista ó individuo privilegiado para abrirlo, á quien se le decretarán de acuerdo con las disposiciones vigentes sobre la materia.
