Artículo primero. Auméntase el capital del Instituto Nacional de Aprovechamiento de Aguas y Fomento Eléctrico en veinte millones de pesos ($ 20.000.000), con lo cual queda elevado ese capital a setenta millones de pesos ($ 70.000.000).
