º . Los fondos especiales a que se refiere el Artículo 5º de la Ley 56 de 1981 serán manejados por la respectiva Tesorería Municipal, mediante una cuenta especial que será fiscalizada por la Contraloría del respectivo Departamento o Municipio, si la hubiere. El Tesorero Municipal expedirá las constancias correspondientes al recibo de los dineros de que trata el citado artículo 5, a favor de la entidad propietaria de la obra y en la misma fecha en que se produzca el pago.
