Cuando se compre mercancía en varios distritos consulares con el fin de embarcarla a la República, y para su embarque se reuniere o amparare bajo una sola factura consular, a este documento se acompañarán las facturas comerciales originales, o extractos de ellas, en que aparezcan los precios que se hayan pagado por la mercancía. Según el reglamento dictado por el Ministerio de Relaciones Exteriores, tales facturas comerciales serán certificadas por los funcionarios consulares que tengan jurisdicción sobre las plazas de donde proceda la mercancía.
