Para efectos de evaluar las condiciones de la infraestructura del país o para superar concretas situaciones de daño material que atenten contra la utilización de la misma, el Ministerio de Transporte podrá adoptar separada o conjuntamente con las Entidades que conforman el Sistema Nacional de Transporte, medidas técnicas, administrativas o presupuestales que temporal o definitivamente conduzcan a preservar o a restablecer la normalidad.
