Forma de suplir las faltas temporales y absolutas. En casos de falta temporal del representante de las comunidades negras, lo reemplazará su suplente por el término que dure la ausencia.
En caso de falta absoluta del representante, el suplente ejercerá sus funciones por el tiempo restante.
