El Ministerio de Comunicaciones velará porque los establecimientos públicos, encargados de la prestación de servicios de comunicaciones, den cabal cumplimento a las normas que se adopten tendientes a coordinar sus actividades, a evitar duplicación de servicios y funciones y a lograr la prestación de dichos servicios en la forma más económica y eficiente posible.
