Art. 5.° La escuela de Telegrafía se abrirá en el local que designe el Poder ejecutivo, que será distinto del en que esta oficina telegráfica; poniéndose en dicho local una máquina i los aparatos de Telegrafía necesarios para dar la enseñanza práctica.
