° Autonomía de los municipios. Ningún distrito municipal pierde ni compromete su autonomía fiscal, política o administrativa por afiliarse o pertenecer a una asociación de municipios. Sin embargo, todo municipio asociado está obligado a cumplir los estatutos y reglamentos de la entidad.
