El Ministro o Jefe de Departamento Administrativo que autorice gastos o afectaciones que excedan las partidas votadas en la Ley de Apropiaciones; el Contralor que los refrendare o que autorice gastos en exceso a las apropiaciones votadas por el Gobierno en el Acuerdo mensual de Ordenación; y el Pagador que cubriere gastos irregulares sin la insistencia comprobada del ordenador, serán responsables de los perjuicios que sufra la Nación por tales actuaciones, además de la sanción penal correspondiente.
