El traslado se produce cuando un cargo definitivamente vacante se provee con una persona que desempeñe el mismo cargo en otra dependencia. También se configuran traslados cuando se hacen permutas o transferencias entre funcionarios que desempeñen cargos afines, que estén ubicados en el mismo grupo salarial y a los cuales se les exigen requisitos mínimos similares para su desempeño.
