Art. 9°. Los Gobernadores tendrán uno o dos Secretarios, según las necesidades del Departamento, y el número de Jefes de Secciones que demande la buena marcha de la administración.

Parágrafo

En el caso de que se establezca Secretaria de Hacienda, el gasto que ella ocasione lo pagara el respectivo Departamento.
