Autorícese al Gobierno nacional a realizar las asignaciones y traslados presupuestales pertinentes para hacer efectivo el cumplimiento de la presente ley de acuerdo a la disponibilidad presupuestal existente tanto en el marco fiscal de mediano plazo y en el marco de gasto de mediano plazo.
