Artículo séptimo. Para los efectos de creación y asignación de prima técnica, toda solicitud de concepto al Consejo Superior del Servicio Civil deberá acompañarse de un certificado de disponibilidad presupuestal por cuantía equivalente al cincuenta por ciento (50%) del valor de la remuneración de los cargos para los cuales se hace la petición.
