Ámbito de la Ley. La presente Ley estatutaria regula los Estados de Guerra Exterior, Conmoción Interior y Emergencia Económica, Social y Ecológica.
Los Estados de Excepción sólo se regirán por las disposiciones constitucionales, los tratados o convenios internacionales sobre derechos humanos incorporados al ordenamiento jurídico nacional, y las leyes estatutarias correspondientes.
