En el caso que algunas de las habitaciones incendiadas estuvieran ubicadas en la margen del río sujeta al flujo y reflujo de la marea, el Instituto de Crédito Territorial indemnizará a los propietarios, mediante la adjudicación de casas en otros sectores urbanos.
