º Todo pago requiere haber sido aprobado en el Acuerdo de Gastos y ordenado previamente por los funcionarios competentes. En consecuencia, éstos y los respectivos Pagadores o Tesoreros responderán por las contravenciones a las normas en materia fiscal, contractual y presupuestal, personal y pecuniariamente de los perjuicios que causen a la Nación.
