ARTICULO 4 º Cuando en los archivos del Departamento figuren impedimentos de salida del país, decretados por autoridades competentes, de conformidad con las facultades legales y constitucionales, los afectados con tal determinación deberán presentar la respectiva certificación en que conste que dichos impedimentos han cesado o se han subsanado, o en su defecto la respectiva autorización para salir del país.
