Reglamentación. La creación, organización y funcionamiento de programas y de establecimientos de Educación para el Trabajo y el Desarrollo Humano y la expedición de certificadosde aptitud ocupacional, se regirá por la reglamentación que para el efecto expida el Gobierno Nacional.

Parágrafo

El tiempo de servicio que presten los docentes en los Centros de Educación de Adultos, es válido para ascenso en el Escalafón Nacional Docente,siempre y cuando reúna los requisitos del Decreto-ley 2277 de 1979.
