La Comisión de Regulación de Energía y Gas adoptará los criterios para establecer las transacciones de electricidad entre las empresas eléctricas y los usuarios no regulados durante el período de transición hacia un mercado libre, según lo establecido en el artículo 42 de la presente Ley. El término de transición será de tres años.
