El Gobierno procederá a celebrar con el Departamento de Caldas, tan pronto como este sancionada esta Ley, el contrato de adquisición del Ferrocarril, y se le autoriza para pagar el precio que convenga directamente o por medio de avaluó pericial, haciéndose cargo del total o parte del saldo insoluto de la deuda externa del Departamento de Caldas, proveniente de las inversiones hechas por el Departamento en esta obra.
