Capacitación y orientación a las entidades territoriales . El Gobierno Nacional a través del Ministerio de Vivienda, Ciudad y Territorio, así como el Ministerio de Agricultura y Desarrollo Rural, brindará capacitación y orientación a las entidades territoriales con el fin de contribuir a la generación de capacidades para la formulación, estructuración, viabilización de planes y habilitación de suelo para construir vivienda para población víctima.
