Las partidas para atender los gastos a que esté obligado el Gobierno Nacional, según el artículo 25 de la Ley 64 de 1978, serán incluidas en el presupuesto del Ministerio de Obras Públicas y Transporte. Los gastos para ser cancelados deben llevar el visto bueno del Presidente del respectivo Consejo, de quien dependerán administrativamente los funcionarios correspondientes.
