Naturaleza de los cargos. Los cargos de auxiliares de la justicia son oficios públicos que deben ser desempeñados por personas idóneas, de conducta intachable, excelente reputación e incuestionable imparcialidad. Para cada oficio se exigirán versación y experiencia en la respectiva materia y, cuando fuere el caso, título profesional legalmente expedido. Los honorarios respectivos constituyen una equitativa retribución del servicio, y no podrán gravar en exceso a quienes solicitan que se les dispense justicia por parte del Poder Público.
