El presente decreto rige a partir de la fecha de su publicación y deroga todas las disposiciones que le sean contrarias y en especial los Decretos 1013 de 1995, 798 de 1997, 2188 de 1997, 811 de 1998, 980 de 1999, 1337 de 1999, 2526 de 2000, 648 de 2001, 711 de 2003 y 484 de 2007.
