Las personas que tengan perdidos los derechos políticos por pena que hayan cumplido antes del 17 del presente mes, se les concede, como gracia especial, por motivo del centenario de la muerte del Libertador, la facultad de obtener la rehabilitación de que trata el artículo 91 del Código Penal, después de haber transcurrido dos años de cumplida la pena y siempre que reúna las demás condiciones que establece la ley.
