Las personas que proyecten beneficiarse del mercado ampliado inherente al pacto Subregional Andino, deberán someterse a la totalidad de las reglamentaciones correspondientes al mismo. Con todo, establecidas en el área de una zona franca, gozarán de las facilidades estipuladas en esta Ley para su funcionamiento en cuanto no sean incompatibles con dichas reglamentaciones.
