Focalización prioritaria para incentivos o estímulos. En caso de que el Ministerio de Educación Nacional defina un plan de incentivos o estímulos educativos, deberá proyectar una ruta diferenciada que beneficie de manera prioritaria a las Escuelas Normales Superiores reconociendo su labor hacia la formación de maestros que se desempeñan en Educación Inicial, Preescolar y Básica Primaria.
