La prevención integral es el proceso de promoción y desarrollo humano y social a través de la formulación y ejecución de un conjunto de políticas y estrategias tendientes a evitar, precaver y contrarrestar las causas y consecuencias del problema de la droga. En desarrollo de los deberes que les corresponden concurrirán a dicha prevención integral la persona, la familia, la comunidad, la sociedad y el Estado.
