Art. 4.º Solicitada y obtenida que sea la legislación de un gasto hecho por anticipación, las Oficinas pagadoras describirán el artículo respectivo en un auxiliar que se llevará el efecto. En dicho auxiliar se abrirá cuenta corriente á cada capítulo del Presupuesto que sea afectado con gastos por anticipación, cargándolo con el valor del gasto hecho y acreditándolo con el valor que sea legalizado.
