El Comité Local de Emergencias del Municipio de Manizales elaborará con base en el Plan de Desarrollo Municipal, un Plan de Acción Específico para el manejo de la situación de desastre declarada en el presente decreto, que será de obligatorio cumplimiento por todas las entidades públicas y privadas que deba contribuir a su ejecución.
