Autorizase á los Síndicos de Lazaretos para que, previo acuerdo con el respectivo Gobernador, puedan reducir la rata del interés de las sumas que hayan dado á mutuo, á otra no menor del uno por ciento (1 por 100), siempre que los acreedores paguen el capital y los intereses dentro de los seis meses siguientes al de la vigencia de esta Ley.
