Las urnas deberán ser construidas en material transparente y su costo será sufragado por la Registraduría Nacional del Estado Civil. Autorízase a la Registraduría Nacional del Estado Civil para implantar gradualmente esta nueva urna comenzando en las elecciones de 1978 con la utilización de ellas en las ciudades que tengan más de 100.000 cédulas vigentes.
