El Consejo deberá sesionar obligatoriamente a lo menos una vez al mes, con la asistencia de la mayoría absoluta de los miembros que lo integran; sus decisiones se adoptaran por mayoría de votos y, mientras no ocurra el evento previsto en el inciso segundo del artículo 4°del presente reglamento, requerirán necesariamente el voto favorable del representante del INCORA en el mismo.
