Autorizase al Gobierno para sustituir cuando lo crea conveniente el canon de sesenta mil pesos oro por año de que habla el artículo 2.° de la Ley 40 de 1905 , por otro impuesto que puede ser hasta el diez por ciento del producto bruto de cada cuenta de venta de las esmeraldas que se exploten por empresas ó individuos particulares; pero la exportación y la venta de esmeraldas se harán conforme á lo dispuesto en el artículo 3.° de la citada Ley 40 de 1905 .
