Preparación del decreto de creación de la Oficina Consular Honoraria . La Misión Diplomática o en su defecto, la Oficina Consular de carrera de la cual dependerá la Oficina Consular Honoraria, informará a la Dirección de Asuntos Migratorios, Consulares y Servicio al Ciudadano sobre el consentimiento del Estado receptor, y en caso de ser positivo, se elaborará el decreto de creación y nombramiento, se emitirán las Letras Patentes y se remitirán a la respectiva Misión Diplomática para su notificación al Gobierno del Estado receptor y al interesado.
