Artículo tercero. La Junta se reunirá por derecho propio una vez cada mes. También podrá ser convocaría por el Secretario General del Ministerio de Fomento cuando lo considere necesario. Toda decisión de la Junta deberá acordarse por mayoría de votos, y sus actos y deliberaciones se harán constar en un libro de actas que autorizarán con su firma el Presidente y el Secretario.
