° El artículo 89 del Decreto 2666 de 1984, quedará así: "Artículo 89. Base imponible para mercancías elaboradas en zona franca. Cuando se despachen para consumo, productos elaborados, confeccionados o manufacturados dentro de la zona franca industrial, los derechos de importación se causarán y pagarán sobre el valor normal del producto terminado y según su clasificación arancelaria".
