° El expediente para solicitar una beca constará de los comprobantes enumerados en el artículo 2.°, encabezados por un memorial de petición, que firmarán el educando y sus padres, curador ó acudiente, y que vendrá acompañado, si se quiere, de recomendaciones privadas que corroboren los hechos comprobados en la solicitud. Una vez presentado el expediente, no podrán dirigirse respecto de él recomendaciones orales ó escritas al Ministerio de Instrucción Pública, ni éste podrá considerarlas ni contestarlas. En caso de contravención á lo que acaba de establecerse, el expediente no será admitido en el concurso.
