° El auxilio de que trata el artículo anterior será administrado por una junta integrada por sendos representantes del Ministerio de Guerra (un Oficial del Ejercito), un representante de la Gobernación de Boyacá, de la Cruz Roja Nacional, del Instituto Nacional de Abastecimientos, del Instituto de Crédito Territorial y de la Caja de Crédito Agrario, Industrial y Minero, la cual designara un Tesorero responsable, de su manejo ante la Contraloría General de la República.
