º El valor por concepto de las participaciones a que tuvieren derecho los departamentos y municipios con anterioridad a la fecha de entrada en vigencia de este Decreto, se determinará mediante una liquidación que se efectuará por la Nación - Ministerio de Hacienda y Crédito Público, teniendo en cuenta los conceptos y parámetros anteriormente descritos.
