Art. 1.° Autorizase al ministro de hacienda para que proceda á arrendar la licitación pública las minas de esmeraldas de Muzo y Coscuez y sin necesidad de que en la celebración de tal acto se observa la plenitud de las formalidades exigidas por el Código Fiscal para estos casos.
