El estado garantizara el empréstito que el banco de la republica conceda a la caja de crédito agrario a fin de financiar los auxilios nacionales decretados para la construcción de las obras de riego a que se refiere la presente ley y asumirá el pago de ese empréstito, comprometiéndose a apropiar la suma anual de un millón de pesos ($1.000.000.00) en los presupuestos de los a\os de 1963 en adelante.
