Art. 1.° El Poder Ejecutivo contratará con un individuo o compañía la construccion de un camino de herradura que partiendo de los límites del Territorio de Bolívar con el distrito de Vélez, i siguiendo aproximadamente cualquiera de los trazados Ridley o González Vásquez, termine en el punto denominado "Cerro de Guayabito," sobre el rio Carare.

Si por cualquier motivo no pudiere el Poder Ejecutivo contratar la construccion de toda la obra, podrá hacerlo por contratos parciales o por el sistema de administración, profiriendo en todo caso la parte comprendida entre la capital del Territorio i el Correjimiento de Cuevas.
