Artículo segundo . Los Administradores de Rentas Departamentales, Intendenciales o Comisariales, se abstendrán de suministrar las estampillas correspondientes al impuesto da consumo de cigarrillos mientras no se les presente por parte de los fabricantes el recibo originario del Banco de la República en que conste haberse hecho la consignación ordenada por el artículo 3° del Decreto número 0395 a la orden del Instituto Nacional de Fomento Tabacalero.
